洞爺湖畔にある国際会議場では、日本の伊部首相をホストに、主要8カ国の首脳たちがそろいサミットが開催されていた。だが、会議が始まった直後、首相のもとへ札幌に怪獣が現れたという信じがたい緊急事態が発生。墜落したロケットに付着していた胞子から、巨大な宇宙怪獣ギララが誕生、火球を吐きながら札幌の街を破壊！サミットを中止した各国首脳たちは緊急帰国を準備するが、アメリカの大統領だけは違った…。
