This film bares no resemblance to the description you gave, it's actually about a pair of elderly psychopath lesbians (surprise surprise!) who run over a little girl on her scooter and react inappropriately afterwards.
It's actually quite horrible and disturbing, but not in an interesting art-housey way unfortunately.
I wish I hadn't seen it as I hate films which make lesbians look evil or mental. Was it financed by the 'Westboro Baptist Church' by any chance?, as it certainly seems like homophobic propaganda to me.
