A prisoner working in a special government reform program, inmate J.T. Blake (Michael Ironside) has to take care of Johnny Reynolds (Brad Dourif) who has cerebral palsy, (they are handcuffed together). In the meantime, another inmate wants to take care of J.T. Blake forever...
