The majority of these criminals and convicts were of Irish origin, post-occupation of N. Ireland, when Victorian and later Elizabethan England were very discriminatory towards the Irish, just as they were in early America. This transport of criminals to Australia was loosely based on the O.T. Biblical "lands of refuge" precept practiced by Protestant English
